My Name is Francine Finley Forks, I am the owner of Business Property Tax California (BPTCA). I have been a Personal Property Tax Consultant for 10 years. I worked for San Diego County in the property tax field for over 30 years. Employed for 13 years for the San Diego County Tax Collector and Property Tax Services Division of the Auditor and Controller and 17 years for the Assessor office. I retired from the County Assessor office in 2011 and now I work on behalf of business owners in the state of California helping them reduce their business property taxes.
Work History
The last 17 years of my 30 years service I worked for the San Diego County Assessor, Business Division, resolving appeal filings and processing Form 571-L Business Property Statements from businesses in San Diego County, performed state mandated property tax audits for various counties within California (San Diego, Los Angeles, Orange, Alameda, Riverside, San Bernardino, Contra Costa, etc.).
I received my FF&E Appraisal Training and Certification during my tenure. Prior to retirement, as a Principal Audit Appraiser, I trained and supervised the appeal and audit work of new Appraisers.
